I'm sure these trash-can people ...No kidding! I'm sure these trash-can people are just trying to get by (and I do hope I don't become one of them) but there are some other 'metal people' doing the rounds in England and they're not so harmless.<br /><br />Cable theft is on the rise. It started with the lifting of manhole covers after dark and the theft of a few hundred yards of phone cable. Now, the rail network police are overworked because these low-lifes are stealing railway communications cable by the kilometre, and in broad daylight. They disguise themselves as rail workers and they are endangering lives.
